  1. Call to Order
  2. The meeting was called to order at 10:30 AM by Pastor David Stark, of

    Grace Presbyterian Church of Redding, California.

  3. Welcome by hosting Congregation and Delegate Introduction
  4. On behalf of the hosting congregation, Pastor David Stark welcomed the Delegates and others present to CARPC’s organizational meeting.

    Introductions from the Delegate Ministers and Elders were made.

    Pastor Stark led the opening devotion which was on Acts 20:28.

    Pastor John DeKoekkoek of Faith Reformed Church of Edmonds, Washington led the singing of the doxology.

  5. Signing of the Association Covenant by the Delegates
  6. The Delegate Ministers and Delegate Elders prayed, and then signed the CARPC Covenant, thereby officially constituting the Association.

    The Delegate Ministers and Delegate Elders also signed three other copies of the CARPC Covenant for each of the member churches.

    Prayer and praise to God were then offered by the delegates.

  7. Election of Meeting Officers and Roll Call
  8. At the unanimous request of all the Delegates present, Pastor David Stark acted as interim Moderator of the meeting until the body could vote on nominations to the various positions.

    Pastor David Stark then opened the floor for nominations for the position of Moderator.

    A motion was made by Pastor Wayne Leigh to nominate Pastor David Stark to serve as the Moderator of the meeting. Seconded.

    Elder Vance Barbour moved to close nominations. Seconded. Carried.

    The nomination of Pastor David Stark to hold the position of Moderator was passed by a unanimous vote.

    Roll Call was taken of Delegates present.

    Pastor John DeKoekkoek,

    Faith Reformed Church of Edmonds, Washington

    Elder Jack Holt moved to invite Rev. Meindert Joostens as an honored guest to be seated in the bar and given privilege of the floor. Seconded. The motion was passed by unanimous vote. Pastor Joostens was then welcomed and included in the bar.

    The Moderator read from Psalms 71 and led the opening prayer.

    The Moderator opened the floor for nominations for the position of Vice Moderator.

    Pastor David Stark nominated Pastor Wayne Leigh for the position of Vice Moderator.

    Elder Vance Barbour moved to close nominations. Seconded. Carried.

    The nomination for Pastor Wayne Leigh to hold the position of Vice Moderator was passed by a unanimous vote.

    Pastor Wayne Leigh moved to invite Deacons Steve Mintz and Carl Miller to be seated in the bar and given privilege of the floor. Seconded. Carried. Deacon Steve Mintz and Deacon Carl Miller were then welcomed and included in the bar.

    The Moderator opened the floor for nominations for Recording Secretary.

    Elder Jack Holt nominated Deacon Carl Miller for Recording Secretary.

    Elder Vance Barbour moved to close nominations. Seconded. Carried.

    The nomination for Deacon Carl Miller as Recording Secretary was passed by a unanimous vote.

  9. Business
  10. Pastor Wayne Leigh moved to accept the proposed agenda. Seconded.

    Elder Vance Barbour motioned to amend by striking the words "other business &" from the agenda. Seconded. After some discussion, with the agreement of the mover and the seconder, the motion was withdrawn.

    The vote on the main motion was then taken. Carried.

    The Moderator opened the floor for a motion regarding the request of Deacon Carl Miller to become a "Student Under Care of the Association".

    Pastor Wayne Leigh moved to receive Carl Miller as a "Student Under Care of the Association". Seconded.

    The Delegates directed a few questions toward the candidate.

    The motion to receive Carl Miller as a "Student Under Care of the Association" was then voted on. Carried.

    Pastor John DeKoekkoek moved that business items 2 and 3 of the agenda to be discussed after lunch. Seconded. Carried.

    Pastor Wayne Leigh gave a devotion from Zechariah 4, and then asked a blessing upon the food prepared for lunch.

    At 12:20PM the Moderator recessed the meeting until 12:50PM.

    A delicious lunch was served by the ladies of Grace Presbyterian Church of Redding, California. All enjoyed good food and fellowship.

  11. Reconvening of the Meeting
  12. The Moderator reconvened the meeting at 12:50 PM.

    Pastor David Stark gave the Delegates copies of his written report about his visit to the Churches in the Congo and Zambia. He then gave a slide presentation of his travels.

    Other business and announcements:

    Rev. Meindert Joostens addressed the Delegates and asked that prayer and consideration be given to joining efforts to minister to the young people in the member churches. Rev. Joostens proposed discussion of having a Young Peoples Retreat. Rev. Joostens words were well received and much appreciated.

    Pastor John DeKoekkoek gave a devotion from Psalms 133

  13. Closing

The delegates and all present stood together and recited the Nicene Creed and The Lord’s Prayer.

Pastor Wayne Leigh gave the Benediction.

The delegates and all those in attendance concluded by singing the Doxology.

It was determined by unanimous consent of the Delegates that the next CARPC meeting will be called when deemed necessary by the delegates of the Association, in accordance with the CARPC Constitution.

Elder Wally Atten moved to adjourn to the next meeting of CARPC. Seconded. Carried.

The meeting adjourned at 1:30PM.
